113. Flood Emergency Kit Prior to the issue of an occupation certificate, a Flood Emergency Kit shall be prepared to the satisfaction of the Council or the principal certifier. The Flood Emergency Kit shall be located within a habitable room with a floor level at or above the Flood Planning Level (FPL), defined as the 1% AEP flood level plus a freeboard of 0.3m.
