Any remediation works required to ensure the site meets the adopted criteria identified in the Stage 1 Preliminary Site Investigation, prepared by Sydney Environmental Group, dated 11 July 2025 (TRIM: D09182720) must be carried out in accordance with the Council approved Remediation Action Plan and a Validation Report prepared by a certified consultant recognised under the CEnvP (SC)/CPSS CSAM certification scheme in accordance with the NSW Environment Protection Authority’s Contaminated Sites Guidelines and NEPM ASC 2013 shall be submitted to the Principal Certifier and Council prior to the issue of a Construction Certification.
47. Landfill a) Prior to fill material being imported to the site, a Waste Classification Certificate shall be obtained from a suitably qualified environmental consultant confirming the fill wholly consists of Virgin Excavated Natural Material (VENM) as defined in Schedule 1 of the Protection of the Environment Operations Act 1997 or a material approved under the NSW Environment Protection Authority’s Resource Recovery Orders and Exemptions. b) The required Waste Classification Certificate must be obtained by the Principal Contractor prior to fill being imported to the site and made available to Council as its request.
3. The Site Investigation must include a statement verifying the site is suitable for its approved use OR, should the Site Investigation identify contamination exceeding criteria prescribed by the NEPM ASC 2013 and in accordance with the NSW Environment Protection Authority’s Contaminated Sites Guidelines, a Remedial Action Plan shall be prepared for the subject site by a certified consultant recognised under the CEnvP (SC)/CPSS CSAM certification scheme and the Remedial Action Plan must be approved by Council via Council’s Online Services Portal prior to the commencement of the required remediation works.
44. Asbestos Removal Signage Before demolition or remediation work commences involving the removal of asbestos, a standard commercially manufactured sign containing the words ‘DANGER: Asbestos removal Attachment A: Draft Conditions Page 31 in progress’ (measuring not less than 400mm x 300mm) must be erected in a prominent position at the entry point/s of the site and maintained for the entire duration of the removal of the asbestos. 70. Council Notification of Unexpected Finds Any unexpected land contamination finds are to be notified to Council. Where remediation of unexpected finds is not within the scope of the approved Revised Remedial Action Plan Ref: SYDEN213135-2-R01 Rev4 (RAP) prepared by Tetra Tech Coffey dated 15 September 2023, additional approvals required must be obtained prior to the additional remediation works being undertaken. 51. Site Contamination The applicant must provide documentation from a suitably qualified environmental consultant verifying that the site has been remediated in accordance with the NSW Environment Protection Authority’s Contaminated Sites - Guidelines for Consultants Reporting on Contaminated Sites, the Contaminated Sites- Sampling Design Guidelines Contaminated Sites - Guidelines for the NSW Site Auditor Scheme and the recommendations of the “Contamination Assessment” prepared by Douglas Partners Pty Ltd document number 71406.01 dated March 2010.
95. Compliance with Remediation Action Plan Remediation works (for all relevant stages) shall be carried out in accordance with the Revised Remedial Action Plan Ref: SYDEN213135-2-R01 Rev4 (RAP) prepared by Tetra Tech Coffey dated 15 September 2023. The applicant shall inform Council in writing of any proposed variation to the remediation works. Council shall approve these variations in writing prior to the commencement of works. 3. The total maximum VENM importation to the site over the life of the development shall be in accordance with the following schedule: a. Years 1 to 15: Nil. b. Years 15 to 20: Maximum 10,000 tonnes per calendar year. c. Years 20 to 30: Maximum 30,000 tonnes per calendar year; and d. Not exceeding a combined total 222,340 tonnes for all VENM importation. Reason: To ensure the development is carried out within the limits of this consent and all material imported to the site is not contaminated and safe for future occupants.

Helicopter Delivery of Materials The proposed dates and times for the helicopter lifts of materials for the construction of the Mountain Bike trials should be communicated with affected residents ahead of time and be limited across 2 days to minimise noise impacts. It is recommended that Helicopter lifts be addressed and identified in the Construction and Environmental Management Plan in consultation with suitably qualified consultants. Reason: To ensure residential amenity and mitigate noise impacts.
2. Hazardous Material Survey Before Demolition Before demolition work commences, a hazardous materials survey of the site must be prepared by a suitably qualified person and a report of the survey results must be provided to council at least one week before demolition commences. Hazardous materials include, but are not limited to, asbestos materials, synthetic mineral fibre, roof dust, PCB materials and lead based paint. Compliance with Environmental Management Plan The development must be carried out in accordance with the Environmental Management Plan as submitted to and approved by Council in accordance with amended plan condition No. 2.2 of this consent. Compliance with Long Term Environmental Management Plan (modified - Mod A) If the Validation Report required as part of Condition 17(a) requires the preparation of a Long- Term Environmental Management Plan it must be complied with for the duration of works, unless otherwise approved in writing by Council.

Notice of Commencement for Remediation At least two days before remediation work commences, written notice must be provided to council and the occupiers of properties adjoining and immediately across the road of the site of the intention to commence remediation works on the site.
