3. 23. Additional Information Required for Waste Management Plan The WMP prepared by Stanton Dahl Architects notes that a number of details relating to the construction stage are to be confirmed. Critical Stage Inspections While subdivision works are being carried out, the work must not continue after each critical stage inspection, as determined by the Principal Certifier, unless the Principal Certifier is satisfied the work may proceed in accordance with this consent and the related construction certificate. 24. Construction Certificate Required Construction shall not commence on the site, including the placement of temporary buildings, site sheds, earthworks, site excavation, filling or other site preparation works (with the exception of site survey work), prior to the issue of a Construction Certificate by Council or a nominated Principal Certifier. Condition Reason: To ensure compliance with the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021.

Section 68 – Local Government Act Prior to the commencement of any plumbing and/or sanitary drainage work and prior to the issue of the Construction Certificate for the Development, separate approval must be obtained under Section 68 of the Local Government Act 1993 for the required connection to the existing on-site sewage management system. Condition Reason: To ensure the development is serviced by a suitable on-site sewage management system, in accordance with Council’s Policy.

20. Application for a Construction Certificate (Building Works) The applicant shall apply for a Construction Certificate to carry out the relevant building works in accordance with this consent. The application shall be approved prior to the commencement of any building work including associated site works. Condition reason: A requirement under the provisions of the Environmental Planning and Assessment Act 1979.

Waste Collection Vehicle Movements During construction works, waste collection vehicles shall enter & exit the site in a forward direction, completing no more than a three-point turn while on site. Where this is not possible, traffic control shall be in place while the waste collection vehicle enters and exits the site Condition reason: To ensure public safety during movements of waste collection vehicles.

37. Procedure for Critical Stage Inspections While building work is being carried out, the work must not continue after each critical stage inspection unless the principal certifier is satisfied the work may proceed in accordance with this consent and the relevant construction certificate. Condition Reason: To require approval to proceed with building work following each critical stage inspection.

18. Sydney Water Tap In / Building Plan Approval Before the issue of a construction certificate, approval obtained via Sydney Water via ‘Tap inTM’ (www.sydneywater.com.au) or a Sydney Water - Water Service Co-Ordinator shall be submitted to the Principal Certifier. Condition Reason: To ensure that the Sydney Water infrastructure is not damaged or impacted by the development.

81. Test Reports All test results as required by the Wollondilly Shire Council Construction Specification must be provided to Council during construction on request or, where not requested, supplied prior to issue of the Certificate of Practical Completion. Condition reason: Reports must show compliance with relevant Australian Standards and Council Specifications.

68. Construction Hours Construction may only be carried out between 7.00 am and 5.00 pm on Monday to Saturday and no construction is to be carried out at any time on a Sunday or a public holiday. Condition reason: To protect the amenity of the surrounding area.
